Also, some ability to NOT steal more chains than you can swim with is needed.

IMO tycoons/oligarchs are similar except for the Putin connection.
That said, my status is so low, that I do not recall ever seeing a tycoon, much less an oligarch.
The CEO of the megacorp I worked for walked down the hall of my building. But even he was below that station; perhaps an aspiring tycoon. He was once a member of Rosneft’s board!
