Congress would have to specifically come out and vote the treaty down, which is doubtful that they will.
Also, the left are going to word the agreement in such a way as to make it impossible for the next president to undo- wording it so that if Trump should try, he Wil. Be charged and tried for it according to the morris story on the issue.
