Perhaps they can be relocated to some uninhibited island? Kept isolated from the rest of the world and unable to cause terror other than the fish in the ocean?
Novaya Zemlya comes to mind. Or South Georgia Island.
I'd send them to North Sentinel Island, but it wouldn't be right to make those nice folks do our dirty work for us.
