It didn’t “break out.” Some person or people actually went on social media to tell the group to “go riot.” That may be a felony, and they should be pursued, and prosecuted as adults if under 18.

Exactly...my first thought. Clearly "inciting a riot", which should bring jail time. Perps should be easy to track down via their social media accounts.
