As noted in the news article, the officer was working at his second job at the nightclub. He was just relaxing with a cigar while on break and waiting for the trespasser to come to his senses.

You can see the cannibal cop is lighting a cigar as a gesture of triumph, after hunting and catching a trophy prey. The White thug will now become the cops evening meal.
