Kazakhstan was always an empty land. The Soviets settled people from European Russia there, to the point where the Kazakhs were a minority in their own country, but most of those newcomers have moved back to Russia or Ukraine.
Russia’s Cape Canaveral (or is it still Cape Kennedy) is Baikonur Cosmodrome in Kazakhstan.
The Russians have built the Vostochny Cosmodrome in the Far East, in the future, they’re expected to use that more.
The Kazakhs were nomads. The Czars settled Russians and Ukrainians there to farm, and the Soviets tried to compel the nomadic Kazakh drovers to settle into collectives and do the same, demonizing successful drovers the way they did the Kulaks. Same result as in Ukraine. Mass starvation.
The geographic cape is back to Cape Canaveral. The facility is the Kennedy Space Center.
