There are only 3 circumstances under which the Constitution could be abrogated and a federal election cancelled or postponed.

  1. Global thermonuclear war. There are contingency plans and executive orders dating from the second Eisenhower Administration that cover interim military government and reconstitution of civilian government. These EOs have been kept updated by subsequent administrations.
  2. A surgical nuclear strike on the District of Columbia. There are contingency plans and executive orders dating from the Kennedy Administration that cover interim military government and reconstitution of the federal government. These EOs have been kept updated by subsequent administrations.
  3. Civil war. There are contingency plans and executive orders dating from the Johnson Administration that cover interim military government until civilian government can be restored. These EOs have been kept updated by subsequent administrations.

There are contingency plans galore if the fertilizer hits the ventilator.
