I don't understand why cops and individuals in this case wouldn't put a round in the tire, one in the engine hoping for a lucky shot, and then empty the magazine through the door to where the driver's hunched down torso and thighs would be instead of trying to shoot through the glass at someone who's ducking.

Because they've seen Jack Bauer do it with one shot, and think its is real.

Cars can go forever on a flat tire. And the DEA put out an old video about shooting the engine. Utterly useless.
They unload on a car with everything you can think of, Bonny and Clyde style.

Then an agent walks up and gets in, starts it and drives away.
You have to hit the driver to stop a car.
