I started going downhill, building up speed. I was concerned that if I hit my brakes he would hit me.

My inclination is the opposite. If someone is 4" off, I assume he is determined to hit me, so I slow down. No brakes, just foot off the gas. (I might tap the brake if rolling downhill).

I do that, too, normally. But I honestly think that had I slowed down at all he would have hit me. I was not willing to risk that hassle and damage to my truck.
