Maybe it was something as simple as organized crime, back in the 70s the Mafia in NY stole millions from Lufthansa at the JFK airport, they had an inside connection and to this day no one has been convicted for the crime nor has the money ever been recovered, this crime was memorialized in the movie Goodfellas.
