The vote to accept or defeat the need for a warrant was evenly divided; in the case of a 'tie' the amendment is considered defeated. My guess is that that is the source of the 'procedural measure'. I suspect that Mike Johnson didn't do enough arm twisting.

I suspect that you may be part of a covert plot to turn control of the House over to the Dems... your foisting this McCarthy clone on us (without apology) strengthens that suspicion. etc...
