LOL...I NEVER understood that.
I thought it was EXTREME silliness, a symptom of something wrong in the military. As if the Navy said “There is a camouflage gap! We have to have camouflage too!”
Egad. Yes...lets make people on ships as hard to see as we possibly can if they fall over the side!
