Was she born a woman or did she transitioned into one? Is she even an Earthling? Her neck looks Cardassian.

For those who are unfamiliar with Star Trek and the Cardassians:

Sounds a lot like the CIA, New World Order and WEF all rolled into one fictional species and Mary McCord is one of their extraterrestrial generals.
