2. Any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence shall be prohibited by law.
The United States is a state party to the Covenant.
It all boils down as usual as the endless war between the churchy group and the agnostics or atheists that could not give a damn about your personal faith or beliefs.
If the one group trying endlessly to push their dogma upon others that just want to be left alone, it might get better.

Last I heard, this law was non-self executing in the States. That is, it cannot be used as a basis for a lawsuit in the USA.
By these rules, the Koran could be outlawed.
