Was he advertising the fact that he dispenses fentanyl free of cost, to all passers-by? Or was he calling for all govt. restrictions on fentanyl to be lifted? Or was he demanding that fentanyl be provided free of cost?
I feel rather like Gandalf, in the opening scene of "The Hobbit," asking Bilbo what he means by "Good Day!"

Door No. 1. And he had another sign indicating that he would trade meth for stolen goods. It’s difficult to know how serious, if at all, he was with these offers, but he definitely was posing, seriously or sarcastically, as a drug dealer.
