If you don't care to watch the video, here is the plan.
1. Convict Trump of election interference in October or November, or just before the election.
2. Based on the conviction, members of Congress will refuse to certify the election results if Trump wins.
If the democrats take over Congress, that is their plan, even if Trump is not convicted of anything.
If convicted in October or November, there will be time to appeal and have it overturned before January.
I don’t think any judge has the stomach to face the deluge of wrath if he plays it out.
If Trump wins and the democrats try to keep him out of the country, then the civil war will actually take place. That would be the least catastrophic of the possibilities.
One is stealing the election via election fraud.
This is refusing to seat the elected President.
Both steal the presidency.
Not seating the president elect is more legitimate than election fraud as it’s out in the open.

While I'm not a "constitutional lawyer," I don't think one is required to be one in order to address the question in the first instance. The starting point, it seems to me, would be Amendment XX of the U.S. Constitution, which provides, in pertinent part, as follows:
Section 1.
The terms of the President and Vice President shall end at noon on the 20th day of January, and the terms of Senators and Representatives at noon on the 3d day of January, of the years in which such terms would have ended if this article had not been ratified; and the terms of their successors shall then begin.
Per Section 1, the current terms of Biden and Harris will end automatically at noon on January 20, 2025. There is no constitutional scenario in which Biden or Harris would "continue in office" or "remain in office" or anything like that. Biden and Harris would either be elected to a second term or they would not be.
Section 3
If, at the time fixed for the beginning of the term of the President, the President elect shall have died, the Vice President elect shall become President. If a President shall not have been chosen before the time fixed for the beginning of his term, or if the President elect shall have failed to qualify, then the Vice President elect shall act as President until a President shall have qualified; and the Congress may by law provide for the case wherein neither a President elect nor a Vice President elect shall have qualified, declaring who shall then act as President, or the manner in which one who is to act shall be selected, and such person shall act accordingly until a President or Vice President shall have qualified.
Seems to me that, in the situation where Trump were to receive the required 270+ Electoral Votes but is somehow subsequently "disqualified" by Congress, then Trump's running mate -- who presumably also separately received 270+ Electoral Votes -- would become the acting President.
Republican cowards will go along.

If necessary, the House would elect the President by majority vote, choosing from among the three candidates who received the greatest number of electoral votes.
The vote would be taken by State, with each State having one vote. (The District of Columbia does not vote because it doesn’t have voting members in the House of Representatives.)...
University of California, Los Angeles law professor Richard L. Hasen - one of the country’s leading experts on election law - said Trump still has a path to serving as president should he win reelection in 2024.
“The Constitution has very few requirements to serve as President, such as being at least 35 years of age. It does not bar anyone indicted, or convicted, or even serving jail time, from running as president and winning the presidency,” he said in an email to CNN.
Of course, this will be done, or not, by the 119th Congress. So Republicans can eliminate such a threat simply by winning seats to control the House and Senate.
The hypothetical scenario at issue here was where Congress -- that is to say, some critical mass of Representatives and Senators -- refused to certify the Electoral Votes cast for Trump per the provisions of 3 U.S.C. sec. 15. Such an action would be a purely political one.
Accordingly, in this context, your observation that a "person in jail or prison can be elected President" is something of a non sequitur.
Good hypothesis. I hope Turley isn’t fear mongering with this, but it looks plausible.
That’s a possible scenario or it will give the Dems an excuse to postpone the election. I have said many times I don’t expect to be voting on November 5th. How that scenario plays out could be numerous ways but at some point we will see the military step in. We could even have the election and win or lose there will be an effort to stop the certification.
Its going to get very complicated very soon.
