Makes sense. First of all, it's standard procedure to reward behaviors, like declaring yourself sanctuary.

Secondly, democrat mayors have been complaining about the problem lately, and Biden needs to appease them. The problem is really affecting democrat base voters. That's a problem.

California and New York are both losing population. The Left is able to backfill both states with illegals. So they can step the population loss. So they can preserve the size of their electoral vote. Otherwise, the red states will just get more electoral votes if they did nothing.
