Newcomers?
Probably Teens or Youths, who have dominated the area since the 1960's, although the Newcomers are moving in and will eventually replace them.
You can better believe they are the “ newcomers” given free vouchers, phones and hotel lodging!!!.... America is almost gone...so sad.
