Apartheid ended in 1994. Further commentary is needed to explain your graph, which shows a steady decline in the murder rate until about 2012, then a dramatic rise.

The end of apartheid lead to a great fall in the murder rate. It has not returned to the apartheid era rate yet but it is heading in that direction.
