(They) fear little push back, (law enforcement) or Judicial action for actions that they take to make, even the smallest point.
That tirade could possibly have been caused by a mistake, made by an employee, as trivial as serving a hamburger when a cheeseburger was ordered.
AND THE SERVER WAS PROBABLY A MEMBER OF THE SAME RACE AS SHE!!!!

We have a tough road ahead of us if that race will not or can’t control their actions.
What could be the reason for them not policing their own?

The answer is to end those actions and behave like the normal persons.
