Monroe comes close, but you're right of course.

It was a very different time, when men of intellect were also men of honor, along with military leaders who entered politics. Today politicians are generally without honor, which is why the two best presidents in my lifetime, Reagan and Trump, were only politicians by necessity rather than by career.
