Ive never had to pay for a shopping cart. The only place in the US you see these are in airports. I live in the middle of nowhere where a majority of us are still sane.

You don’t pay. It’s a deposit. The quarter unlocks a little key chain that connects it to the cart in front of it. When you’re done, you snap the “key” back into the cart in front of it and your quarter ejects. Or, on your way out some other dude will flip you a quarter and grab your cart to shop with and then he’ll take yours when he’s done.
