I think your goal is to put everyone in poverty in Russia. It all depends the ultimate out of pocket cost of living. Then there is the hidden national debt that is saddled on every living person. 100,000 for every American, 3,000.00 for every Russian.

In fact, the value for Russia is very close to what the Russian Federal State Statistics Service Rosstat itself indicates as the national poverty rate for 2016 (13.2%), even if they use an absolute poverty line."
