The Ukraine was not a country until recent history and many inside the Ukraine territory are Russians.
Ireland, also, was not a country until recent history. Ukraine may not have been an independent state until recently, nevertheless a Ukrainian nationality has been distinct from the Russian for centuries. As for the Russians inside Ukraine, they are in the minority in every oblast except Crimea. And even Crimea voted for independence from Russia.
“The Ukraine was not a country until recent history and many inside the Ukraine territory are Russians.”
