Yeah, I just find it hard to believe that one of the ‘junior services’ would take on such as task in complete secrecy from the ‘master’. However, Castro & brother were vindictive SOBs and the had the motivation.

During the Cuban Missile Crisis, Castro was urging Moscow to launch. The Soviets weren’t at all eager to start WWIII to please Castro. They could use the missiles as a negotiating tool to get concessions out of us and they did. I can imagine the Castro brothers carrying their hotheaded attitude over to a plot to murder JFK without asking Moscow’s permission.
