Moraga named a tributary of the river for Saint Joachim, husband of Saint Anne and father of Mary, the mother of Jesus.

Are Mary's parents mentioned in the Bible?

Depends on which Bible you read.
Joachim (/ˈdʒoʊəkɪm/; Hebrew: יהויקים Yəhōyāqīm, "he whom Yahweh has set up"; Greek: Ἰωακείμ, romanized: Iōākeím) was, according to Christian tradition, the husband of Saint Anne, the father of Mary, the mother of Jesus, and the maternal grandfather of Jesus.

The story of Joachim and Anne first appears in the Biblical apocryphal Gospel of James. His feast day is 26 July, a date shared with Saint Anne.

The biblical apocrypha (from Ancient Greek ἀπόκρυφος (apókruphos) 'hidden') denotes the collection of apocryphal ancient books thought to have been written some time between 200 BC and AD 100. The Catholic, Eastern Orthodox and Oriental Orthodox churches include some or all of the same texts within the body of their version of the Old Testament, with Catholics terming them deuterocanonical books.
