Years ago when food stamps were the method of payment, neighborhood party stores in Detroit would offer cash for the stamps for pennies on the dollar so the stamp recipients could use the cash to buy whatever.
Where I live it’s 50% of cash value. People used to shop them around quite often. Not so much anymore.

Now they have “EBT water”. Some states offer a fee for plastic bottle return. Deadbeats buy bottled water with the EBT card, pour out the water, and return the bottles for the deposit.
Now the scan is to buy cases of soda with SNAP benefits, then resell them to convenience store operators for cash at 50% of value.
