Don’t be silly. Of course they have standing. If a Fed mandate affected any Florida citizen the issuer of the mandate can be called onto the carpet.
E.g., an FBI agent does something in Fl that violates Fl law. A Fl court can grab him. He does not have immunity just ‘cause he collects a DC paycheck.
The rope doesn’t care about standing or jurisdiction.
