All theoretical. Russia invading Ukraine is not theoretical/
Pres Kennedy talked Russia out of Cuba. Removing its nukes from Cuba. But part of the deal was scaling back American bases in Turkey.

Secret Negotiations:

Kennedy secretly negotiated with Soviet Premier Nikita Khrushchev.
The compromise involved a quid pro quo: Kennedy agreed to remove obsolete U.S. nuclear missiles based in Turkey, while Khrushchev committed to withdrawing Soviet nuclear arms from Cuba.

The removal of U.S. missiles from Turkey was a crucial part of the deal, even though it was not publicly acknowledged at the time1.

Not so theoretical.

I remember a sunny afternoon sitting in a park within frying distance of a major nuclear bomb on DC. I was worried and depressed, wondering if I would ever live to have children. And I do remember hearing that Kennedy was able to negotiate a quid pro quo of removing nukes stationed not far from Russia, and a tremendous sense of relief. I think this was broadcast news for those of us near DC. What part of the country were you in at that time?
