Cleveland got another team 3 years later, it was stocked through the expansion draft. So, Cleveland has never won, but they have only been in existence for 25 years.

Technically true, but moot in the context of this thread and superbowl droughts and Kat Timf sharing stories of her family’s strife as fans.
Browns fans are more loyal than any fanbase, pretty much ever. No one else kept a moderate level of seats filled during such periods of ineptitude and loss to the same degree than Browns fans have. I’m not sure if that’s even a compliment. Depends how you look at it. But not only did they get a bad team back (theirs was really the expansion team, in effect) but they got the same colors and name, and a terrible run ever since. So in the context of a team drought from the perspective of a city and fan base, it counts.
The 2001 Super Bowl should have been the Browns.
