Unfortunately for your theory, Obama did horrible damage and now Biden is even worse. So very hard to say.
But Trump did so much better than a Romney second term. Obama’s second term did some harm but was limited by the GOP congress. With Romney, the GOP congress would not have repealed Obamacare the first two years. They likely would have lost the Senate. Can you imagine the judges Romney would have picked the second term? He would have caved on not appointing Amy.
