No, there was the Certificate of Hawaiian Birth program, for those born in the long ago plantations where no doctor was present. There was also a way for parents who lived in Hawaii to get a birth certificate from the state, but that program was started in 1982, long after Obama was born. I haven’t seen any of those documents, but I doubt they’d have a Hawaiian hospital and doctor on them.
As you said, it’s not worth arguing about this now.
These laws were adopted because so many people were born on ships in transit to Hawaii, and so they wrote the law to allow them to claim the first Hawaiian port they came to as their place of birth.
And these laws have always been in place, and are still in place. This is not a 1982 thing, this is a before Hawaii even became a state thing.
