I think that was the “Certificate of Hawaiian Birth,” a program that got dropped at some point, not the “Certificate of Live Birth” certified by a hospital and doctor. The CHB was for people who had been born at home, though others took advantage of it as well (Chinese leader Sun Yat-Sen, for example).
I do not think that is correct, but I also do not think it is worth arguing about. I did a lot of research on this issue in 2008-2012, and my recollection is that the Hawaiian statutes in effect at the time of Obama's birth allowed him to receive a Hawaiian birth certificate even if he wasn't born in Hawaii.
The circumstantial evidence strongly implies he was born in either the very Northwestern most point in the US, or in Canada.
Stanley Ann Dunham's aunt, Eleanor Birkebeile Dunham (Stanley's sister) lived in Blaine Washington, which is on the border of Canada, and actually shares the border with White Rock Canada.
Having your daughter impregnated by a black man in 1961 would have been seen as an absolutely embarrassing pregnancy in 1961, and the common practice was to send the girl away to live with relatives until the child is born and put up for adoption. (As Barack Obama Sr said in a letter was their intention.)

If Stanley Ann was there, then it's almost certain she went to White Rock for the delivery of her baby.
But like I said, this stuff is all moot now. Just like so many Rinos don't care about the 2020 election fraud and theft, so too did the majority of Republicans not care at all if Obama was born in America or not, at least not enough to take the question seriously.
They were perfectly content to merely accept that lying sack of sh*t's word, and that of Nancy Pelosi who attested he was, in their party's ballot applications.
We have the same problem with the January 6rs. Too many Republicans don't care what really happened and are perfectly happy accepting what the media liars tell them.
