Indiana has adopted a school voucher program which, over the last 4 years, has contributed to a 1% decrease in public school enrollment and a 20% increase in attendance at private schools.

The answer is November-get it? A national referendum in the form of a Contract. Put a stop to this nonsense. Unfortunately it may be too much too soon. A 1% dropout in Indiana isn’t good enough.

A voucher-based enrollment system would force the schools to adapt. it’s butts in the seats. Anybody remember the yearly forms that asked if the parents were ‘federally connected’? It was all about money. Hell to pay for those that didn’t return those forms.signed.
