That is a horse. There are other runic pieces of a later date that simulate the filigree design, albeit I've never seen one that looked back. Interesting the British Lion was infrequently depicted looking 'round its shoulder, much as this horse was, as a warning.

This looks like it could have capped a cloak pin or even a kilt pin.

A jeweler, or metalsmith would have a good understanding of how that could be made.

It’s 2 creatures:

Right side, a dark grey, long (golden, like a crane’s) legged, round bodied bird, with a serpentine neck.

It is attacking the brown (recumbent?) animal on the left side, that is looking back at the bird, as if attempting to bite it’s neck.

The bird’s legs extend from the body, almost parallel to the bottom of the “frame”.
