I downloaded the PDF from the White House web site and got into it with Corel Draw. Complete and rather obvious BS.
I showed it and explained how it was fabricated with computer graphics and my BIL basically suggested I was a paranoid nut job. I’ve worked with professional graphic software for 20 years and he takes pictures with his cell phone.

I did the same and loaded it into Adobe Illustrator.
It was clearly an overlay. It was not a picture.
