It’s ridiculous.
Less efficient appliances mean they are used more often and use MORE energy.
Water saver anything doesn’t save water when you have to flush twice or shower longer, or do more, smaller loads. Besides, some areas of the country have no water supply issues and don’t NEED water saving devices. The market can decide that. Those in areas prone to water issues can have the option if they want. Otherwise, it’s just virtue signalling.

The shower restricters came about to protect the poor. NYC was going to raise water rates to pay for upgraded water supply systems. That would would adversely affect the poor/minorities. Instead, the dems got the Feds to implement shower restricters.
