PRANK CALLS are juvenile jokes, like Bart Simpson pulls on Moe, SWATing is no prank. The caller is hoping that someone gets shot. This activity should be treated as Assault with a Deadly Weapon, including prison time for the perpetrator. Sadly after eight times, there appears to be no consequences.
ARRGH.
If the perp is of the far left persuasion there most likely will be no consequence.History repeats itself.
Actually, attempted murder is the more appropriate charge.
