They are short or controllers and they are trying to meet DEI goals instead of hiring best available.

I remember a story in the Washington Times from the early 90's quoting the FAA Southwest regional managers handbook to not let qualifications get in the way of meeting diversity goals.

This has been going on for some time and it's finally bearing fruit.
