Yes, the US assisted Ukraine, Belarus, Russia, and Kazakhstan in destroying stocks of biological and chemical weapons after 1991 and up until 2001/2002 when Putin started to seize power.
This was part of a joint Cooperative Threat Reduction agreement in which the US assisted the former Soviet states in destroying stocks of chemical and biological weapons and this also required the US to assist in establishing updated biological containment laboratories in participating nations. Including Russia.
But once Putin seized dictatorial power he made numerous false claims about the labs the US assisted with in other countries while studiously avoiding any mention of the labs the US had helped to establish for Russia.

At Shanghai, we resolved to enhance cooperation in combating new terrorist threats, including those involving weapons of mass destruction.
We agree that, as a key element of our cooperation to counter the threat of terrorist use of biological materials, officials and experts of the United States and Russia will work together on means for countering the threat of bioterrorism, now faced by all nations, and on related health measures, including preventive ones, treatment and possible consequence management. We will continue to work to enhance the security of materials, facilities, expertise, and technologies that can be exploited by bioterrorists. We also confirm our strong commitment to the 1972 Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction.
We have directed all of our officials and experts working on these critical matters to expand their cooperation and to consult on strengthening related international efforts.

Wow, all of that just to say nothing honest.
So ask this question:
“IF the stocks of biological and chemical weapons were destroyed, then WHY is there anything there to voice concerns over it being released?”
Their concerns about it put the “destroyed “ part to lie.
There were 46 of these us funded bio-labs, JUST in Ukraine alone, long AFTER
the biologics were supposedly destroyed, and long before the Russians found any of them.
Frankly, it looks to ME like SOMEONE is putting up bio-labs in every large city
on the planet, for eventual population control measures.
We seem to have them EVERYWHERE.
As bio-warfare and bio-politics (lockdowns/masks) progress, I think we should
realize that NONE of these thousands of bio-labs all over the world are going to
produce cures intended to mitigate a global pandemic for anyone other than the
“chosen elite”.
Just creating all these bio-labs, gives that sick evil “elite” the hope for the kind
of “utopia” that would have 95% of us gone, in conformance with the Georgia
Guide Stones depopulation “religion”.
I don’t believe that I am the only human on this planet that thinks providing the
‘elite” with such a possibility, is a very, very bad idea.
