Just leverage the “New California” movement/idea. Everything along the coast from Sonoma over to Sacramento down to the border stays with legacy California. The rest of the state breaks away.
Multiple authors have postulated a similar split off.

A writer at Vice says that Texas and inland California are a lot alike. Sure, but the California coast has more people and makes the state very different from Texas.
A California writer speculates that California and Texas are the only states rich enough and big enough to take on the rest of the country, so the idea of them joining forces came naturally to the author. The filmmaker is British and more into big effects than making sense.

Of course, drive 30 miles inland from the coast and California becomes a whole different place politically.
