Intercepted calls from Russian military officers, unveiled by the Ukrainian Defence Ministry’s Intelligence Directorate, expose immense losses in Russian army. Estimated number is over 300,000 Russian servicemen casualties. The fifth meeting of the Congress of Local and Regional Councils under the President of Ukraine has taken place.
Among the main topics of the meeting were the safety of communities in the combat zone and the de-occupied territories, protection of the energy sector and critical infrastructure, reconstruction, approval of local budgets, and veterans’ policy.
In addition to President of Ukraine Volodymyr Zelenskyy, the event was attended by Speaker of the Verkhovna Rada Ruslan Stefanchuk, Prime Minister of Ukraine Denys Shmyhal, Head of the Presidential Office Andriy Yermak, members of the Government and heads of regional administrations. In total, 93 members of the Congress were present at the event offline and another 1,619 online.
“It is crucial to focus on the implementation of projects to restore energy, housing and critical infrastructure in communities. All these sectors are necessary to bring them back to active life. At the same time, our priority is to rebuild in line with the best European practices as a component of Ukraine’s European integration.
In these processes, we need to work closely with local governments to better understand the urgent needs of communities. We have an almost perfect example of cooperation between the Government and communities - the program of state financial assistance for the repair of damaged housing - eVidnovlennia. More than UAH 2 billion has been paid in a transparent and timely manner to meet the needs of more than 30,000 families across the country. Prior to the launch of the program, the necessary consultations were held, and now, during implementation, we continue to work systematically with the commissions to resolve problematic issues.
I would also like to express my gratitude to all international partners who support Ukraine’s recovery,” commented Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine, Minister for Communities, Territories and Infrastructure Development of Ukraine, who also attended the Congress meeting.
The meeting, in particular, included communication with representatives of local authorities, who had previously had the opportunity to ask their urgent questions on the Congress website.
The meeting covered the procedure for recruiting military personnel with the help of local authorities and the rehabilitation of military personnel. The participants also discussed the legislative approval of equal conditions for the purchase and transfer of necessary equipment to the Armed Forces at the local level, providing local governments with access to cadastral maps, and providing medicines to residents of remote settlements.
The Congress of Local and Regional Authorities under the President of Ukraine was established to facilitate the effective completion of the local government reform. It interacts with government agencies, local authorities, their all-Ukrainian associations and international organizations.
The Congress is also tasked with studying the implementation of the Association Agreement between Ukraine and the European Union at the local and regional levels, preparing proposals to improve the effectiveness of the implementation of this Agreement and introducing European standards in the field of local self-government.
