I can only assume what is meant when b4me says this.
Some Pentecostals think they must be in an emotional state to receive continual specific revelation about each daily decision.
Some Calvinists think they must put themselves in a state of willingness to accept and conform to their predetermined fate.
Either one will say he needs “wisdom from God”.
God gives wisdom to those who put the work into their Bible.
God gives wisdom to those who pray for it. James 1:5.
