If they are targeting specific Americans (like Trump and his supporters) they do mass collection of foreigners they communicate with and get the targeted Americans as part of that bulk collection.

The abuse of the FISA warrant process is well known. But they pretend that never happened.

The 702 is even worse because they are allowed unrestricted collection of foreigners.

So they just create the bulk extract of foreign communications where they know that the individual Americans they are targetting will be part of the communications with those foreigners, and they get to view US person material via “incidental collection”.
