There are NO seventeen year olds living in orphanages in the US because there are NO orphanages currently operating in the US. The progressives decided that foster care was the best way to let paedophiles and homos get access to the kids at the youngest ages so the orphanages were phased out as the kids were sent to foster parents. Some foster parents do a good job and raise the kids right. Too many see the kids as toys for their own perversions or simply a paycheck every month.
