Obamacare only pays for 90% plus a 5% incentive for the states to expand Medicaid.
While OBamacare will always(for now) pay 90%, the 5% incentive goes away in 2 years and the state will have to cover it.

The Democrat governor of NC, Roy Cooper has been pushing Medicaid expansion for seven years. The Republican majority in the state legislature finally caved to him this year. Once again, under the pressure of Democrat politicians, social justice warriors, and the media the Republicans gave the Democrats a big win and saddle the productive taxpayers of the state with paying for another entitlement forever.
