Look at your own graph. The EU has "committed" plenty of aid, but hasn't delivered anything. This is old political trick you're falling for.
The EU committed 1,000,000 shells of 155mm ammunition to Ukraine in 2023 and is going to be about 800,000 short of that goal.

That is true for the military aid. In that regard, European nations were limited by existing deliver contracts and production ability. NATO nations are working to increase their arms production, that takes time.
The other aid is the financial and humanitarian aid. Other nations are providing the bulk of the financial and humanitarian aid.
The US provides most of the weapons. NATO countries and other nations provide everything else. The Russian military dies.
