On 30 November, Minister of Strategic Industries Oleksandr Kamyshyn took part in the annual European Defence Agency Annual Conference 2023: Powering Up European Defense in Brussels.
The main topic of the conference was the concern of EU leaders about the EU’s defence capabilities in light of ongoing russian aggression against Ukraine. Therefore, the participants discussed strategic changes in the overall security environment of European countries, plans to prepare for future conflicts and arms buildup.
In particular, they talked about funding, regulatory changes, and stressed the need to increase production and develop high-tech innovations in the defence sector.
According to the Minister of Strategic Industries, global military spending in 2022 increased by 3.7% in real terms, reaching a new historical peak of USD 2.2 trillion. In Europe, military spending rose sharply, the most dramatically in the last 30 years. In 2022, spending by Central and Western European countries reached USD 345 billion, which in real terms exceeded the levels of 1989, when the Cold War had ended.
“And Ukraine is at the forefront of this growth. Our defence industry is developing at a record pace, and we continue to increase our capabilities. The free world urgently needs a new arsenal, and Ukraine is the best place to create it,” said Oleksandr Kamyshin.
In 2023, Ukraine’s military production tripled compared to 2022. According to forecasts, in 2024 it will grow six times.
According to the Minister, Ukraine is ready to share its experience in the use of weapons, quality indicators and methods of improving their effectiveness, and is open to cooperation in various formats.
“It can be a joint venture, licensed production, R&D, supply of components. We are fighting the largest and most technologically advanced war of a generation. We are losing the most valuable thing we have - our people. We want the lessons that Ukraine has learnt from this war to protect not only us, but the entire free world,” the Minister stressed.

United Kingdom contributes GBP 20 million to MIGA’s Support to Ukraine’s Reconstruction and Economy Trust Fund

The United Kingdom has announced a contribution of GBP 20 million to the Support to Ukraine’s Reconstruction and Economy (SURE) Trust Fund, launched by the World Bank’s Multilateral Investment Guarantee Agency (MIGA) in February 2023. This was reported by MIGA.
“We would like to thank our UK partners for their contribution to the Support to Ukraine’s Reconstruction and Economy (SURE) Trust Fund. In addition to the financial support the Fund is providing to the real sector of the Ukrainian economy, it is important to us that more and more countries are joining to support investors who are ready to participate in Ukraine’s recovery without waiting for the war to end. MIGA guarantees are an important risk mitigation tool to ensure the continuity of private sector operations and attract investment for the recovery and reconstruction of the country,” said Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.
russia’s invasion of Ukraine has caused damage estimated by the World Bank at USD 411 billion. Rebuilding on such scale requires private investments and solutions that facilitate private sector investment, key among them mitigation of war risk. MIGA can provide meaningful contribution to offering such solutions to the private sector.
“The support from the United Kingdom will be crucial in continuing our support to Ukraine, and help keep the economic engine humming. The SURE Trust Fund has already supported several projects in Ukraine. We are committed to help Ukraine and its people during this difficult time,” said Hiroshi Matano, Executive Vice President of MIGA.
MIGA has been a proactive provider of insurance in Ukraine, issuing more than USD 215 million in political risk insurance guarantees since the russian invasion began in February 2022. Due to the ongoing war, private insurers have been unable to provide political risk insurance in Ukraine. SURE Trust Fund allows MIGA to continue supporting foreign direct investment into Ukraine during this challenging period for the country. Together with Norway’s contribution of approximately USD 22 million, MIGA will now be able to insure a minimum of USD 100 million of new investment in Ukraine.
“Today’s signing gives businesses and investors the fundamental tools they need to get directly involved in Ukraine’s recovery from this horrific war. As co-chair of the UK-Ukraine Infrastructure Taskforce, I and the UK Government are committed to supporting Ukraine’s long-term reconstruction needs. Our GBP 20 million contribution into the MIGA insurance trust fund will de-risk projects and attract much-needed private investment into Ukraine to support economic recovery now and into the future,” said Nusrat Ghani, the UK’s Minister for Industry & Economic Security.
Once the fighting is over and large-scale reconstruction begins, the SURE Trust Fund will provide political risk insurance to international lenders and sponsors for reconstruction efforts in critical sectors including transport, housing, and energy. The fund is expected to grow to USD 300 million through contributions from additional donors, which will allow MIGA to provide trade finance guarantees, insurance on bank reserves during the conflict, and political risk insurance to support post-war reconstruction after. Norway and Belgium have contributed to the fund, following the founding contribution from Japan, which recently increased its donation.

In November, the Government attracted USD 2 billion of concessional financing from international partners:
• USD 1.6 billion from the EU;
• USD 400 million under the UK guarantee through the World Bank facility;
• USD 5 million from the World Bank.
In total, this year, about USD 37.4 billion of external financing has been attracted to meet the urgent needs of the state budget.

World Bank approves new USD 1.2 billion social assistance project for Ukraine

On 30 November, the World Bank approved a new joint project with Ukraine, Investing in Social Protection for Inclusion, Resilience and Efficiency (INSPIRE).
The INSPIRE project aims to ensure social protection for the poor and vulnerable in Ukraine during and after the war, improve access to social services and assistance, and strengthen the social safety net to respond to the challenges of the present and future.
“The implementation of socially important programs is one of the priorities of the Government in the process of overcoming the consequences of the war. The launch of the joint INSPIRE project with the World Bank will increase the effectiveness of social protection programmes, in particular through subsidies for housing and communal services and assistance to IDPs,” said Minister of Finance of Ukraine Sergii Marchenko.
The Project is financed by a USD 1.2 billion loan from the World Bank’s Advancing Needed Credit Enhancement for Ukraine (ADVANCE Ukraine) Trust Fund with the support of the Government of Japan. The funds will be allocated to the general fund of the State Budget of Ukraine.
“The Bank’s flexibility and adaptability help to mobilise resources for the most urgent needs of Ukraine in the context of a full-scale war. The INSPIRE project will help to provide support to thousands of Ukrainians who need it most,” said Deputy Minister of Finance of Ukraine Olga Zykova.

This week, Brussels confirmed the full completion of the synchronisation of the Ukrainian and European power systems. This was announced by Prime Minister Denys Shmyhal at a Government meeting on 1 December.
According to the Head of Government, this is a great achievement for Ukraine.
“At the same meeting in Brussels, a decision was made that will allow Ukraine to import up to 1,700 MW of electricity from Europe. This is an additional 500 MW that will help us cover a possible deficit in the winter,” said Denys Shmyhal.
According to the Prime Minister, Ukraine expects the EU leaders’ summit this month to take a historic decision to start negotiations on Ukraine’s accession to the European Union.

I am Ukrainian. My country has been invaded by Russia. In this video I will tell you what happened on the six-hundred-forty-sixth day of the war.
Day 646: Dec 01
Today, there is a lot of good news.
Over the last week, Ukrainian Secret Services reportedly conducted a series of coordinated attacks on dozens of Russian military objects of strategic significance.
The FIRST target became one of the two major railway lines between Russia and China. Recently, Russian military officials met with Chinese and North Korean leaders and arranged military suppliers. Shortly after that, Russians received thousands of containers with unknown cargo from these countries. The goal was to destroy this strategic connection and undermine the supplies of weapons to Russia, which is especially important right now, as Russians are on the offensive.
The connection was paralyzed by a massive explosion that happened inside the Severomuysky Tunnel. Several Ukrainian outlets reported that Ukrainian intelligence sources stated that four explosive devices detonated on the train with 50 cars carrying diesel and aviation fuel. The explosions caused a chain reaction, and at least 16 containers with fuel exploded in total. The accident rendered the tunnel completely unusable, at least in the short- to medium-term. As usual, Russian officials claimed that the incident happened due to an electrical short circuit.
The SECOND target became the second major railway line between Russia and China. This was basically the backup line. The connection was cut off also by an explosion on the train that was transporting fuel. Ukrainian sources reported that 6 fuel tanks were blown up while the train was on the 35-meter tall bridge. In the aftermath of both attacks, Russians lost the ability to import military cargo from North Korea and China because they almost exclusively relied on railways.
The THIRD target became a warehouse with Iranian kamikaze drones in Bryansk. The warehouse was struck during the Ukrainian drone strike on Russian military objects. Local residents filmed the moment of the strike, and as can be seen, multiple drones managed to hit the facilities. Later, Russian sources confirmed the destruction of the warehouse. Russian military analysts complained about the inability of Russia’s air defense to protect military objects of strategic significance.
The FOURTH target became a Russian airfield in Crimea. Ukrainian Air Force reportedly conducted a combined strike, and by engaging various types of drones and missiles, including Strom Shadow missiles, managed to penetrate the Russian air defense and strike the airfield in Saky. Ukrainian sources reported that this is the place of deployment of the Russian forty-third aviation regiment, which incurred up to 30 losses in personnel in the aftermath of the strike. So far, the information regarding the losses of equipment is unknown.
The FIFTH target became the Russian aviation factory in Smolensk. Local residents filmed the aftermath of an explosion in the factory, confirming the damage. Later, Ukrainian Intelligence confirmed that this was a special operation conducted by the Ukrainian spies.
The SIXTH target became another Russian factory. This time, it was the tractor factory in Chelyabinsk. Local residents managed to catch the moment of the explosion on camera. Russian sources once again claimed that the fire was caused by an electrical short circuit, however, these claims were not taken seriously even in the Russian media space, especially in the light of other suspicious incidents throughout the country.
In fact, many fires also broke out in the markets and shopping centers in the centers of the biggest cities like Moscow, St. Petersburg, and Rostov. The area of some of the fires reached more than 4000 square meters. Russian city officials all stated that the incidents in their cities happened as a result of an electrical short circuit.
Overall, the Ukrainian Secret Services’ coordinated operations successfully targeted key infrastructural points, notably disrupting the flow of military supplies from allies like China and North Korea and inflicting substantial damage on Russian military capabilities. The destruction of major railway connections, a drone warehouse, an airfield, and factories not only hampers the Russian military efforts but also signifies the reach and effectiveness of Ukrainian Intelligence and military operations.
