The SUPREME COURT CASE, United States v. Wong Kim Ark (1898), ruled that someone is an NBC if he/she was born on U.S. soil to parents who were here legally (not necessarily citizens).

The Natural-Born Citizen (NBC) issue is debatable but the Supreme Court has ruled that if some including Vivek was born on U.S. soil to parents who were here legally (not necessarily citizens), then he is an NBC.
Your “anchor baby” (AB) thing is irrelevant here. The AB thing was being used to try to make the parents citizens.
