Today is entirely dedicated to our southern regions. First, Odesa and the region, then Mykolaiv, and afterwards, Kherson. Many issues were raised, almost all of them concerning security, protection of our state and people.
Odesa - a meeting with the military. Air defense for the city, for the region, for Ukrainian Black Sea ports, our export corridor. I want to thank everyone who defends the region and works to increase air defense capabilities in the south.
Today I had the opportunity to present state awards to the most distinguished warriors.
I held a detailed meeting with the heads of all those regions that were most affected by severe weather. These include Odesa, Mykolaiv, Kirovohrad, Cherkasy, Poltava, and Kyiv regions. Government officials reported – the Ministers of Internal Affairs, Energy, and Infrastructure. I want to extend my gratitude to everyone who has been working these days to restore traffic on roads and electricity supply. To all the rescue teams of the State Emergency Service, National Police, National Guard, municipal services – thank you all.
I instructed to increase the number of repair crews and equipment to promptly restore electricity supply to people. If necessary, the State Emergency Service personnel and power engineers from other regions that have not experienced such problems with the weather will be brought in.
In all regions, it is crucial to have a number of “Points of Invincibility” sufficient for any emergency situation, whether related to weather or security.
Regarding heat supply in Odesa. The regional authorities are ready to help the city with everything it needs to repair the boiler facility, which was damaged due to inclement weather.
I also visited the center for IDPs in Odesa. In particular, for our citizens who were evacuated from the Gaza Strip. I am grateful that people are really taken care of.
Mykolaiv. Meeting with our Danish friends who are working in the city to restore it. It’s a genuinely effective patronage we’ve agreed upon – Ukraine and Denmark. There were also representatives from the diplomatic corps of the countries we invited to join the recovery and patronage programs. I am grateful for such attention to Ukraine, for such belief in Ukraine.
I had a very emotional and important meeting with students from three Mykolaiv universities. The universities that are working and the students that are studying – in Ukraine. For the sake of Ukraine. Adult questions. Honest emotions. Clear, bright eyes. Boys and girls, I thank you for this conversation today.
We are doing everything so that our entire state, all our people, become stronger and always remain free.
And finally, Kherson. Protection of the city, protection of the region. Local officials presented the results of the construction of shelters. The plans that are yet to be implemented.
I held a very substantive and detailed meeting with the military concerning operations specifically in the south. We discussed what is necessary, agreed on goals, and have a clear vision of priorities in communication with partners regarding supplies.
I thank everyone who cares about our country and our people! Thank you, Odesa, Mykolaiv, Kherson. Thank you for this day. Glory to our strong people!

During a working trip to Kherson region, President of Ukraine Volodymyr Zelenskyy held a meeting on the operational situation in the region and the course of hostilities on the left bank.
The Head of State heard reports from Commander of the Odesa operational and strategic grouping of troops Andriy Hnatov, Commander of the Marine Corps of the Ukrainian Navy Yuriy Sodol and spoke with the commanders of the marine brigades and territorial defense brigades performing combat missions in the Kherson direction.
The parties discussed the operational situation on the left bank of Kherson region, the course of hostilities, the future plans of the Ukrainian defenders and their priority needs. In particular, they discussed additional provision of drones and reinforcement of frontline air defense.
For personal courage, selfless actions in the protection of state sovereignty and territorial integrity of Ukraine, the Head of State presented the Presidential Cross of Military Merit, the Orders of Bohdan Khmelnytsky, III class, and the Order of Merit, III class to the servicemen. Given the security situation, Volodymyr Zelenskyy handed over some of the awards to the commanders of military units for awarding at their places of service.
“Thank you for your service, thank you for protecting our country, for all your minutes, days, weeks and months of fighting and defending Ukraine’s sovereignty. I wish you victory and health to your families and friends,” the President said.
The Head of the Kherson Regional Military Administration briefed the President about the project to build an underground perinatal center in Kherson. This center is intended to have maternity and postpartum wards, operating rooms, and intensive care units equipped with state-of-the-art medical equipment. Additionally, there are plans to construct an underground city clinical hospital with modern operating and resuscitation units, as well as intensive care units.
During the visit to the shelter, the Head of State was presented with a Chumak icon and a commemorative coin dedicated to the anniversary of the de-occupation of Kherson.

During a working trip to Kherson region, President of Ukraine Volodymyr Zelenskyy familiarized himself with the presentation of the development of the civil protection system in the region.
The Head of State inspected the largest shelter set up in Kherson. It is equipped to accommodate 250 people during an air alert.
Head of the Kherson Regional Military Administration Oleksandr Prokudin briefed the President on the repair and reconstruction of shelters in the region. According to him, street shelters and gabions are being installed in the region’s settlements. It is also planned to continue the construction of bomb shelters in schools and kindergartens.
According to Oleksandr Prokudin, work is underway to set up a public warning system. In addition, fortifications and engineering structures are being built. Special attention is paid to the protection of critical infrastructure.

1. The NATO-Ukraine Council (NUC) met today for the first time at the level of Foreign Ministers, as russia continues its brutal war of aggression, to act together to further deepen the NATO-Ukraine relationship. Allies remain steadfast in their commitment to further step up political and practical support to Ukraine as it continues to defend its independence, sovereignty, and territorial integrity within its internationally recognized borders, and will continue their support for as long as it takes. A strong, independent Ukraine is vital for the stability of the Euro-Atlantic area.
2. Ministers took stock of the implementation of the expanded package of political and practical support to Ukraine agreed at the Vilnius Summit. Ministers endorsed the NUC substructure and an ambitious work program for 2024. In this context, NATO and Ukraine are already working and taking decisions together, as equals, on a broad range of issues, including interoperability, energy security, innovation, cyber defense, and resilience. We will further develop these work strands. The NUC has also proven to be a reliable crisis consultation mechanism. NATO continues to provide Ukraine with urgently needed non-lethal assistance. Together we are transforming the Comprehensive Assistance Package into a multi-year program to help rebuild the Ukrainian security and defense sector and to support Ukraine’s deterrence and defense in the long term. As part of these efforts, we are developing a roadmap for Ukraine’s transition to full interoperability with NATO. We are also developing new projects on humanitarian demining, medical rehabilitation for wounded Ukrainian soldiers, and Ukraine’s defence industrial capacity on the basis of the strategic defence procurement review.
3. Ukraine reaffirmed its commitment to continued democratic and security sector reforms. Allies have provided Ukraine with recommendations for priority reforms. The NATO-Ukraine Council welcomes Ukraine’s presentation of its adapted Annual National Program for 2024 and looks forward to its implementation. NATO Foreign Ministers will regularly assess progress through the adapted Annual National Programme. The Alliance will support Ukraine in making these reforms on its path towards future membership in NATO.

Day 644 of the russian full-scale military aggression against Ukraine continues.
During the day of November 29, there were 73x combat engagements. The enemy launched a total of 3x missile strikes, 13x air strikes, 8x MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, the russian terrorist attacks have resulted in civilian casualties and injuries. Private residential buildings as well as other civilian infrastructure were destroyed and damaged.
Moreover, the russian federation launched another attack on Ukraine with 1x Kh-31 guided missile and 2x S-300 antiaircraft missiles. The strikes targeted civilian infrastructure.
The operational situation in eastern and southern Ukraine remains difficult.
VOLYN and POLLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. Around 10x settlements came under enemy artillery and mortar fire, including Znob-Trubchevska, Klyusy (Sumy oblast), Veterynarne, Vovchansk, Hatyshche, Mala Vovcha (Kharkiv oblast).
KUPYANSK AXIS: the enemy conducted unsuccessful assault operations in the vicinities of Synkivka, northeast of Petropavlivka (Kharkiv oblast), and Stelmakhivka (Luhansk oblast). Ukrainian defenders repelled 6x attacks on this axis. The adversary launched air strikes near Synkivka, Petropavlivka, Kupyansk, Kurylivka (Kharkiv oblast). The invaders fired artillery and mortars at around 10x settlements, including Dvorichna, Synkivka, Petropavlivka, Ivanivka, Berestove (Kharkiv oblast).
LYMAN AXIS: Ukrainian defenders repelled 15x enemy attacks in the vicinity of Serebryanske forestry (Luhansk oblast), Torske, east of Terny, Yampolivka (Donetsk oblast). The occupiers fired artillery and mortars at around 10x settlements, including Nevske, Bilohorivka (Luhansk oblast), Serebryanka, Verkhnokamyanske, Spirne, Rozdolivka (Donetsk oblast).
BAKHMUT AXIS: the occupiers made unsuccessful assaults near Ivanivske and Andriivka (Donetsk oblast). More than 10x settlements, including Chasiv Yar, Markove, Bohdanivka, Ivanivske, Klishchiivka, New York (Donetsk oblast), came under artillery and mortar fire.
AVDIIVKA AXIS: the invaders made assaults with air support near Stepove, Novokalynove, east of Novobakhmutivka, Avdiivka, south of Tonenke, Sjeverne, Pervomaiske (Donetsk oblast), to no success. Ukrainian defenders repelled 20x attacks in the area. The enemy fired artillery and mortars at around 15x settlements, including Oleksandropil, Berdychi, Stepove, Avdiivka, Pervomaiske (Donetsk oblast).
MARYINKA AXIS: the invaders made failed assaults with air support in the vicinity of Novomykhailivka (Donetsk oblast), where Ukrainian defenders repelled 6x attacks. Around 10x settlements, including Krasnohorivka, Heorhiivka, Maryinka, Novomykhailivka, Pobjeda (Donetsk oblast) were under artillery and mortar fire of the occupiers.
SHAKHTARSKE AXIS: the adversary conducted unsuccessful offensives south of Prechystivka (Donetsk oblast), where Ukrainian defenders repelled 2x attacks. The invaders launched an air strike near Novoukrainka (Donetsk oblast). Around 10x settlements, including Vuhledar, Vodyane, Prechystivka, Zolota Nyva, Urozhaine (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZHZHIA AXIS: the enemy made 5x attempts to regain lost ground in the vicinity of Robotyne (Zaporizhzhia oblast), to no success. Also, Ukrainian defenders repelled 5x attacks west of Verbove (Zaporizhzhia oblast). More than 20x settlements, including Levadne, Charivne, Mala Tokmachka, Robotyne, Mali Shcherbaky, Kamyanske (Zaporizhzhia oblast), came under artillery and mortar fire.
KHERSON AXIS: the enemy fired artillery at the city of Kherson and the settlement of Tyahynka (Kherson oblast).
Ukrainian Defense Forces continue to hold their ground on the left bank of the Dnipro River (Kherson oblast) and inflict fire on the enemy.
During the day of November 29, Ukrainian Air Force launched 2x strikes on concentrations of troops, weapons and military equipment, and 2x strikes on air defense systems of the occupiers.
Ukrainian missile troops hit 3x command posts, 2x ammunition depots, 1x concentration of troops, weapons and military equipment of the russian invaders.

The decision to continue the operation of the European ATM Voluntary Solidarity Fund and to allocate funds was taken at a meeting of Eurocontrol member states.
This will be the second year of operation of the Fund. At a time when civil flights are not operating, the Fund’s support is helping to keep Ukraine’s air traffic control system in good condition and to maintain the qualifications of industry professionals.
“For almost a year now, the Solidarity Fund has been helping us to create the conditions for the post-war recovery of the aviation industry. It is important that the Fund not only supports the national air navigation system, but also aims to improve the knowledge of our specialists and maintain their professional level. The Fund’s activities are key to the resumption of flights,” said Serhiy Derkach, Deputy Minister for Communities, Territories and Infrastructure Development, during a meeting of Eurocontrol in Brussels.
As a reminder, the European ATM Voluntary Solidarity Fund was established to support the infrastructure, operational and professional components of the Ukrainian air navigation system and directly UkSATSE as the national provider of air navigation services.
